What Clerkly records

Clerkly records meetings, publications, payments and the facts a compliance position is computed from. It states what the law requires and cites the source. It does not say whether a council has complied.

Meetings

  • A meeting is scheduled with the statutory notice deadline computed at that moment and stored.
  • An agenda can be built, reordered and issued. An issued agenda refuses further edits.
  • Minutes move from draft to circulated to approved. A correction approved at a later meeting displaces the previous approval.
  • Resolutions are recorded against the agenda item they were taken under.
  • Attendance is one record per member per meeting.
  • Actions persist and can be carried onto later agendas. A settled action is not reopened.
  • A summons can be generated, stored with its digest, and recorded against each member it went to.
  • Confidential items are excluded from every published surface.

Publication

  • Agenda, notice and minutes can be published to the council’s public site.
  • Each publication keeps a SHA-256 of the exact bytes served, as an evidence record.
  • Withdrawal is a new row. The previous publication remains the evidence.
  • Residents reach those pages on the council’s own hostname, or on a hosted site until one is pointed.

Finance

  • A payment a meeting approved is one amount on the schedule, the ledger and the transparency report.
  • The ledger records receipts and payments. An entry recorded in error is withdrawn rather than edited.
  • Bank reconciliation matches a stored statement line to a ledger entry. Open Banking is not built.
  • Band D can be previewed from the precept and the billing authority’s tax base.
  • Section 137 payments are recorded. An amount that takes the running total past the limit is stored, not refused.
  • CIL receipts and the report publication date are recorded.

Compliance records

  • The compliance position states what the law requires, by when, and whether this council has a record of having done it. Each obligation cites its source.
  • Reminders can be scheduled from those same dates.
  • The annual governance assertion workspace shows live evidence per assertion and never pre-answers. Assertion templates are for English councils. Wales has none in this product.
  • The period for the exercise of public rights is recorded against a start date the calculator accepted.
  • Adopted policies can be stored and listed on the public site.
  • A clerk can export a complete copy of the council’s data.

Guidance

  • Every help panel states what the law requires, what this product does about it, and the provision with a link to the primary text.
  • The panel says advice comes from the county association: NALC, which lists county associations, or One Voice Wales.

What it does not do

  • It does not give legal advice, and it does not decide whether a resolution was properly passed.
  • It does not reach a legal conclusion about a named council or an exemption.
  • Model standing orders and model financial regulations are published by NALC and One Voice Wales to their members and are not reproduced here.
